is open to all individuals, businesses and community agencies. However,
individuals must be Churchill County residents or reside within the
geographic boundaries of Churchill County, or be employed by a business or
agency within the geographic boundaries of Churchill County. Businesses
and agencies must be located within the geographic boundaries of Churchill
